Minkyungwook Reports Incheon Yeonsu-gu Election Commission for "Non-submission of Proportional Representation Ballots, etc."
On the 2nd, Min Kyung-wook (56), a member of the United Future Party who lost in the April 15 general election, announced that he had filed a complaint with the prosecution against the Incheon Yeonsu District Election Commission for abuse of authority and obstruction of official duties by deception, for refusing to preserve evidence such as proportional representation ballots.
In the complaint submitted to the Incheon District Prosecutors' Office the previous day, Min claimed that the Yeonsu District Election Commission did not submit the proportional representation ballots and integrated voter lists for the Yeonsu-eul constituency in Incheon, for which the court had ordered evidence preservation in the April 15 general election. “The court's decision includes the proportional representation ballots as part of the evidence to be preserved, and the presiding judge confirmed this and instructed the Yeonsu District Election Commission staff to submit them,” he said. “The election commission staff did not comply with the judiciary's decision and the judge's order.”
Min’s side explained, “The election commission also failed to submit the integrated voter list, which is mandatory under the Public Official Election Act,” adding, “Although they provided the remaining proportional representation ballots, they did not provide the proportional representation ballots themselves, which is contradictory behavior.” They further claimed, “The election commission secretary explicitly refused (to preserve evidence) on site, instructed the staff not to cooperate, and even resorted to lying.”

Earlier, the Incheon District Court partially accepted Min’s petition against the chairman of the Incheon Yeonsu District Election Commission to preserve ballots and other evidence. Out of 27 election-related pieces of evidence, 17 were ordered to be preserved, and on the afternoon of the 29th of last month, evidence preservation work was carried out at the Yeonsu District Election Commission office in Cheonghak-dong, Yeonsu District, Incheon.
