Bold Incentives for Proactive Public Officials... Mandatory Special Promotion and Salary Increase
[Asia Economy Reporter Kwangho Lee] The government will select more than twice the number of outstanding proactive public officials and mandate incentives such as special promotions and special salary increases. Additionally, it plans to utilize the Proactive Administration Support Committee to recommend exemption from disciplinary action to the Board of Audit and Inspection.
The Office for Government Policy Coordination finalized and announced the "2020 Proactive Administration Promotion Plan" containing these details on the 29th.
First, to encourage proactive administration, the government will strengthen evaluations of proactive administration in central ministries and local governments. It will select more than twice the number of outstanding proactive public officials compared to the previous year, and mandate incentives such as special promotions, special salary increases, overseas training, and performance bonuses (S grade) for more than 50% of them. A department-level reward system will be introduced, and a government award for contributions to proactive administration will also be established.
On the other hand, strict measures will be taken against passive administration by conducting special inspections from May to June. If disciplinary action is taken for passive administration, personnel measures such as exclusion from work, disadvantages in performance evaluations, and promotion restrictions will be mandated.
The Support Committee will also be actively utilized. The government plans to hold the Support Committee meetings at least every other month, and if deliberated by the Support Committee, exemption from disciplinary demands in internal audits will be allowed. In particular, when exemption is necessary for proactive public officials, the Support Committee will be able to recommend exemption to the Board of Audit and Inspection, thereby strengthening the exemption effect of the Support Committee's decisions.
The number of committee members will be expanded from the existing 15 to up to 30, and for important matters, stakeholders will be given opportunities to attend and present their opinions.
In consultation with the Board of Audit and Inspection, improvements will be made to include outstanding cases of proactive administration and exemption cases in internal audit reports. Consulting cases and know-how will also be shared on the Board of Audit and Inspection's pre-consulting platform for reference by responsible personnel.
To strengthen communication with companies and the field, proactive administration communication centers will be established at 116 locations nationwide, and frequent areas of corporate difficulties will be identified by reflecting voices from the field.
