View original imageKim Yeon-cheol, the Minister of Unification, known as a "master negotiator." However, since his inauguration, Minister Kim has never once sat at the negotiation table with North Korea in the past year. He took office when the second North Korea-U.S. summit held in Hanoi last February ended in failure, and the Korean Peninsula entered another period of cooling. Since then, it was North Korea that repeatedly slammed the door by hurling insults like "small head" and "idiot" toward the South and declaring, "We have no intention of sitting down with the South." In other words, he was a master who had no chance to demonstrate his skills, simply mistimed.
It is perhaps natural that he feels regret and anxiety. At the full meeting of the National Assembly's Foreign Affairs and Unification Committee on the 28th, Minister Kim appeared more sensitive than ever. Questions poured in from lawmakers regarding recent rumors about North Korean Supreme Leader Kim Jong-un's health.
Independent lawmaker Lee Jung-hyun continuously criticized the government's North Korea intelligence as unreliable. In response, Minister Kim retorted, "Let me say just one thing. The government does not respond to fake news one by one." He also said, "The government does not politicize information. We neither exaggerate nor downplay matters related to North Korea." He then repeatedly answered that "there are no unusual developments in North Korea."
This statement could be interpreted as implying that the National Assembly and the media are exaggerating, downplaying, or politicizing North Korean issues. It was a situation where lawmakers' backlash was inevitable. Lawmaker Lee questioned, "Which member of the National Assembly is politicizing this issue? Who exactly is politicizing inter-Korean affairs?" Jeong Yang-seok of the United Future Party pointed out, "I understand the minister's position that he cannot disclose detailed information, but repeatedly giving vague answers is inappropriate." He added, "When the rumors about Kim Jong-un's health became a hot topic, members of the Foreign Affairs and Unification Committee from both ruling and opposition parties suggested holding a closed briefing if public disclosure was difficult, but the minister himself did not attend." He continued, "It is really inappropriate to reprimand opposition lawmakers like that and say, 'Don't ask any more.'" Yoo Ki-joon, also from the United Future Party, urged Minister Kim to calm down, saying, "Please don't get too excited when answering," before proceeding with his questions.
From Minister Kim's perspective, it must have been frustrating that lawmakers who previously served as senior officials and ministers in the Blue House did not recognize his sincerity and goodwill and instead kept attacking him. If he was concerned about the politicization of North Korean issues, it was precisely the time for Minister Kim to exercise political judgment. His remarks accusing opposition lawmakers of political offensives only fuel controversy.
At his confirmation hearing last March, Minister Kim faced opposition attacks after it was revealed that he described the Cheonan sinking as an "accidental incident." He later stated that he follows the government's position that the sinking was caused by a North Korean torpedo attack, adding, "A scholar's views evolve." It was a dramatic change. If there is a gap between a minister and a scholar, naturally the minister must judge and speak from the ministerial standpoint. In that sense, some still hope that Minister Kim, a scholar by background, will lead an evolved agenda related to the stagnant North Korea policy.
After the birth of the "dinosaur ruling party," which has the power to break the ice on the Korean Peninsula, Minister Kim's statements attracted attention. It was time for the "creative solutions" related to North Korea policy, which he had repeatedly emphasized since taking office, to finally emerge. However, in an interview with a media outlet, what Minister Kim emphasized was the "April 27 Panmunjom Declaration parliamentary ratification," which was attempted in 2018 but then halted. It is questionable how much parliamentary ratification of an inter-Korean summit agreement can influence North Korea's response. On the 27th, North Korea did not mention the April 27 Panmunjom Declaration even once. While expectations for Minister Kim remain high, disappointment is inevitable. Finding solutions that overcome the limitations of the U.S.-led North Korea sanctions framework is never easy. President Moon Jae-in's emphasis on practical cooperation measures that break the mold is part of this continuum. In other words, it is a new demand for Minister Kim. It is urgent to find solutions that elicit North Korea's response without breaking the framework of international cooperation.
With the people giving the government a huge ruling party holding 180 seats in the April 15 general election, the government now holds the key to reversing inter-Korean relations. Last year, North Korea mocked the South by saying it was "like an autumn cuckoo," but the "dinosaur ruling party," backed by public sentiment, can no longer be an autumn cuckoo. An expert from a government-funded research institute expressed hope for the government's drive to improve inter-Korean relations, saying, "North Korea is the most attentive and sensitive to changes in South Korea's political landscape."
Therefore, attention is focused on whether Minister Kim's North Korea policy will break free from old frameworks. Through the general election, the ruling party evolved into a dinosaur and gained strength, and the existing North Korea policy stance will be further reinforced. However, if Minister Kim, empowered by the ruling party's backing, fails to prepare a creative North Korea policy agenda, he will inevitably be labeled an autumn cuckoo.
