6 out of 10 Citizens Say "Illegal Parking and Stopping Resident Reporting System Is Effective"
93% Say Illegal Parking in School Zones is Dangerous in MOIS Survey
[Asia Economy Reporter Jo In-kyung] Since the implementation of the 'Illegal Parking and Stopping Resident Reporting System' in April last year, 6 out of 10 citizens have evaluated it as "effective." In addition, more than 750,000 reports were received nationwide within just one year after the system was put into operation.
The Ministry of the Interior and Safety announced on the 28th that a public opinion survey conducted from the 17th to the 21st among 1,000 adults aged 19 and over nationwide showed that 60.3% of respondents answered that the system was "effective" (8.3% very effective, 52% effective). This is an increase of 7.1 percentage points from the 53.2% who responded "effective" in last year's survey.
When asked about the perception of the seriousness of illegal parking and stopping, 82.6% of respondents recognized it as "serious," and 86.1% reported having experienced "inconvenience in traffic."
The experience of illegal parking and stopping within the past year slightly decreased from 50.9% in 2019 to 48.4% this year.
Awareness of the Illegal Parking and Stopping Resident Reporting System was 55.2% ("well aware" 20.4%, "somewhat aware" 34.8%), which is 5.1 percentage points higher than the 50.1% recorded in the 2019 survey. While awareness has expanded through media such as TV and newspapers, the Ministry of the Interior and Safety explained that the ripple effect of public reporting has increased as more people became aware through acquaintances due to the rise in the number of fines issued.
Since the implementation of the resident reporting system, the places where illegal parking and stopping have improved the most were identified as crosswalks (26.5%) and areas around bus stops (19.6%).
Regarding school zones, which are scheduled to be added to the illegal parking and stopping reporting targets in the first half of this year, 92.5% (70.2% very dangerous, 22.3% somewhat dangerous) responded that there is a "risk."
The Ministry of the Interior and Safety plans to continuously promote the resident reporting system until the four major illegal parking and stopping prohibited zones?'within 5 meters of a fire hydrant,' 'within 5 meters of an intersection corner,' 'within 10 meters of a bus stop,' and 'on crosswalks'?are fully established in daily life.
Meanwhile, since the resident reporting system was implemented on April 17 last year, a total of 751,951 public reports have been received nationwide through the Safe Report Center over one year, averaging 2,027 reports per day. By region, Gyeonggi-do had the highest number of reports (199,122), followed by Incheon (80,815) and Seoul (55,678).
By type, crosswalks accounted for 55.2% (414,944 reports), making up more than half of all reports, followed by intersection corners at 18.4% (138,630 reports), bus stops at 14.1% (16,226 reports), and fire hydrants at 12.3% (92,151 reports).

Yoon Jong-jin, Director of Safety Policy at the Ministry of the Interior and Safety, said, "There is a tendency to illegally park or stop for a moment of convenience despite knowing the danger," and urged, "Please practice proper parking and stopping culture for everyone's safety."
