[Asia Economy Reporter Cho Young-shin] Following Shenzhen City in Guangdong Province, Zhuhai City will also ban the consumption of dogs and cats starting from June 1, according to the state-run Global Times on the 16th. Previously, Shenzhen City announced that it would be the first local government in China to implement an ordinance banning the consumption of dogs and cats.
The Zhuhai city government will prohibit the consumption of dogs and cats from May 1, and violators will be fined 20 times the price of the animal. Zhuhai will also impose fines of up to 30 times the price of wild animals on both consumers and suppliers involved in wildlife trade. The bans on dog and cat consumption in Zhuhai and Shenzhen appear to be measures consistent with the Chinese government's prohibition on wildlife trade and consumption.
As the outbreak of the novel coronavirus infection (COVID-19) is presumed to have originated from wildlife, the Chinese government has banned the trade of wild animals. The ban on consuming dogs and cats signifies that these animals are regarded as companion animals rather than livestock, reflecting the Chinese government's intention to change food culture.
Since the COVID-19 outbreak is believed to have originated from wildlife (bats), the Chinese government's ban on wildlife trade and the consumption of companion animals is expected to be strongly enforced.

The Global Times reported that "the ban on dog and cat consumption in Shenzhen and Zhuhai cities is expected to spread to local governments nationwide." Meanwhile, the Ministry of Agriculture and Rural Affairs of China has specified in the draft revision of the National Livestock Genetic Resources List that dogs are companions, not livestock.
