[Asia Economy Reporter Jongil Park] Seocho-gu (Mayor Eunhee Jo) announced that the site of the Seoul Remicon Factory in San 127, Bangbae-dong was selected as a preliminary negotiation target at the Seoul City Urban and Architectural Joint Committee on the 8th.
With this selection, the district plans to jointly promote a development project with Seoul City to transform the area of San 127, Bangbae-dong into youth jobs and resident convenience facilities.
The preliminary negotiation system is a system that allows private developers to upgrade the land use to enhance the business feasibility of private projects while securing part of the development profits as public contributions.
The area of San 127, Bangbae-dong has been home to a Remicon factory since 1976 despite being a gateway area of Seoul, causing many complaints from nearby residents due to urban aesthetics, noise, dust, and traffic congestion.
In particular, the district rejected the landowner's application to establish the Bangbae-dong Remicon factory as it was incompatible with related regulations such as residential environment protection and development permit, but lost the subsequent administrative lawsuit.
However, considering the significant damage to nearby residents caused by noise, dust, and traffic congestion from the Remicon factory operation over the past 10 years, the district has repeatedly blocked the factory's location and guided development into convenience facilities for residents and youth startup spaces.
Thanks to these efforts, the dissatisfaction of the landowner was resolved through upgrading the land use via preliminary negotiations, and the installation of resident convenience facilities was addressed as a public contribution resulting from the land use upgrade, producing a result satisfactory to Seoul City, Seocho-gu, and the landowner.
The district plans to attract a knowledge industry center for the 4th industrial revolution to the youth startup space to provide youth jobs, introduce complex cultural and sports facilities needed by local residents, and offer various entertainment such as performances, exhibitions, and events to revitalize the area.
