[Asia Economy Reporter Park Hyesook] Incheon City is significantly strengthening its improvement projects for school zones following the recent implementation of the so-called 'Minsik Law' (amended Road Traffic Act), which increases penalties for causing child traffic accidents in school zones.
According to the city on the 7th, by 2022, it plans to install unmanned speed enforcement cameras at 263 school zones around elementary schools in the city, with a budget of 12.1 billion KRW (including national funds).
This year, the city plans to first install 133 cameras at 90 elementary school zones, and is currently coordinating with each district, the Incheon Police Agency, and schools to determine installation locations for enforcement equipment.
Additionally, to improve habitual speeding and signal violations at crosswalks within school zones and to enhance pedestrian safety, a task force composed of districts and police will conduct a full survey of 741 unsignalized crosswalks.
After the traffic safety facility regulation review by the Incheon Police Agency concludes at the end of this month, signal devices will be prioritized for installation at unsignalized crosswalks according to the proportion of school zones designated by each district.
The city also plans to install no-parking signs and maintain road surfaces in accordance with the 'School Zone Illegal Parking Resident Reporting System,' which will be implemented following the amendment of the Road Traffic Act in the second half of this year.
Currently, school zones are included among the four areas (fire hydrants, bus stops, intersection corners, crosswalks) where residents can report illegal parking via the Ministry of the Interior and Safety's smartphone app.
The Minsik Law is named after Kim Minsik, a 9-year-old boy who died in a traffic accident last September in a school zone in Asan City, Chungnam Province, and is an amended Road Traffic Act.
It mandates the installation of unmanned enforcement cameras and signal devices in school zones and strengthens penalties so that drivers causing child traffic fatalities can face up to life imprisonment.

Lee Jungdoo, Director of the Incheon City Transportation Bureau, said, "The Minsik Law has created a social consensus on child pedestrian safety and the installation of unmanned traffic enforcement equipment," and urged, "Drivers should exercise special caution to achieve the goal of zero accidents in school zones."
