Gyeonggi-do Announces 'Provincial Administration Development Ideas' Contest... Open to All Citizens
[Asia Economy (Suwon) = Reporter Lee Young-gyu] Gyeonggi Province is launching an idea contest open to the entire nation to incorporate creative ideas into provincial administration.
Gyeonggi Province announced that from the 1st of this month until the 15th of next month, it will hold the "New Gyeonggi Proposal Contest 2020, Idea Contest" in the proposal section of the "Voice of Gyeonggi" website.
The contest themes include ▲Ideas for eradicating everyday corruption ▲Ideas for revitalizing neighborhood commercial districts ▲Ideas for utilizing and promoting unmanned aerial vehicles in the public sector ▲Ideas for promoting the use of personal mobility devices as a means of transportation.
Everyday corruption refers to illegal acts or actions causing unfairness, irrationality, anxiety, or inconvenience that undermine residents' happiness and quality of life, which require legal, institutional, or customary changes.
Last year, residents submitted opinions such as improving real estate brokerage fees, improving the reuse of side dishes in food delivery, and improving the civil complaint processing procedures for issuing disability vehicle permits.
Proposals must be creative and concretely feasible ideas rather than general or theoretical problem statements or simple opinions. Anyone can participate regardless of region (individuals or teams of up to five members).
The seven teams finally selected for excellent ideas will receive the Governor’s Commendation along with a total prize of 14.1 million KRW, with the first prize up to 5 million KRW.
Submitted proposals will be evaluated through preliminary screening consisting of document review and expert interviews, and excellent ideas will be selected through a final public screening scheduled for the end of June.

Last year’s first prize winner, Jo Gi-chun, a Grade 7 public official from Gunpo City, had his proposal lead to related legal amendments.
Jo, who was in charge of traffic guidance in Gunpo City, proposed an idea to Gyeonggi Province to solve the problem of overcharging by tow truck operators, which he experienced during his work.
The proposal, which suggested making it mandatory for tow operators to prepare a "Rescue Consent Form" accurately stating the freight and fees for towing accident vehicles, won first place in the "New Gyeonggi Proposal Contest 2019." It then advanced to the Ministry of the Interior and Safety’s "2019 Central Excellent Proposal" and received the Presidential Commendation (Silver Prize).
Subsequently, this proposal was reflected in the amendment to the Enforcement Rules of the Freight Vehicle Transportation Business Act, which mandates the preparation of the Rescue Consent Form and was announced for legislative notice in November last year, and is now pending implementation.
