Early Construction 'Start', Ministry of Land, Infrastructure and Transport Approval Notice Imminent... 4.12km Section from Jungang Veterans Hospital to Godeokgangil with 4 New Stations... [Asia Economy Reporter Park Jong-il] Gangdong-gu (Mayor Lee Jeong-hoon) announced that the long-awaited early construction of Phase 4 of Subway Line 9 has received a green light.
With the Ministry of Economy and Finance confirming the total project cost of 640.8 billion KRW, the project is now set to proceed in earnest. Once opened, it will be possible to reach Gangnam within 30 minutes, greatly improving transportation convenience for Gangdong-gu residents.
Phase 4 of Line 9 covers a 4.12 km section from Jungang Veterans Hospital Station in Gangdong-gu, passing through Gildong Ecological Park, Hanyoung High School, and Line 5's Godeok Station, to Godeok Gangil 1 District, with four new stations planned.
Gangdong-gu has been striving to advance Phase 4 of Line 9 for the past decade. In 2011, it proactively requested transportation measures following the Ministry of Land, Infrastructure and Transport's announcement of candidate sites for the public housing district. The following year, the introduction of Phase 4 of Line 9 was included in the metropolitan transportation improvement plan for the Godeok-Gangil public housing district. In 2015, it was confirmed to be reflected in Seoul's 10-year urban railway network basic plan, and in 2018, it passed the preliminary feasibility study and basic plan.
Whenever the project faced delays, the district held multiple meetings with the Ministry of Land, Infrastructure and Transport, the Minister of Economy and Finance, and the Mayor of Seoul to resolve issues. Since December last year, a signature campaign for the early construction of Phase 4 of Line 9 has been underway, gathering the earnest wishes of over 30,000 residents.
Following the confirmation of the project cost, Gangdong-gu plans to actively consult with related agencies to expedite future procedures such as approval from the Ministry of Land, Infrastructure and Transport, basic and detailed design, and construction commencement.

Mayor Lee Jeong-hoon of Gangdong-gu stated, “We will meticulously push forward to ensure that the ‘Phase 4 of Line 9 project,’ which will become the fast transportation for residents, proceeds to early construction and opening as soon as possible.” He added, “Along with the ongoing extension projects of Lines 5 and 8, we will strive to innovatively realize transportation welfare for 550,000 residents through the successful attraction of the metropolitan area express railway ‘GTX-D.’”
