Wando-gun Launches Full-Scale Implementation of 'Pre-Screening System for Non-Regular Employment'
Minimizing Hiring and Rational Budget Management through Integrated Non-Regular Worker Administration
[Asia Economy Honam Reporting Headquarters Reporter Choi Kyung-pil] Wando County, Jeollanam-do (Governor Shin Woo-cheol) announced on the 10th that it has boldly introduced and is implementing the ‘Pre-Approval System for Non-Regular Employment’ starting this year to improve the indiscriminate hiring practices of non-regular workers and to normalize employment and personnel management.
Following the guidelines presented by the Ministry of Employment and Labor, in December last year, the 2020 operation plan for the Pre-Approval System for Non-Regular Employment was prepared, and from this year, the Pre-Approval Committee for Non-Regular Employment is held regularly to hire only the necessary personnel.
The Pre-Approval System for Non-Regular Employment requires each department and township office under Wando County to undergo a prior review when they wish to hire fixed-term workers. Only when the hiring reason, number of personnel, and duration are deemed appropriate after the review is the hiring approved.
The system establishes a consultation process among the hiring, review, and budget departments during non-regular employment to reduce budget waste caused by unnecessary hiring and to enhance the rationality of personnel management.
The review targets fixed-term, dispatched, and outsourced workers, excluding one-time short-term hires of less than six months or replacements for leave from the pre-approval process.
Additionally, for newly created or vacant positions involving continuous work lasting nine months or more throughout the year and expected to continue for over two years, the policy is to hire regular employees from the outset.
Accordingly, the county approved the hiring of 56 fixed-term workers through a regular review on January 8, and after an ad hoc review on the 21st of last month, hired an additional eight workers following the contract termination of child welfare teachers at the local children’s center.

A Wando County official stated, “The pre-approval system, which is linked with budget planning, has been dualized between the management and budget departments,” adding, “Starting this year, with the General Affairs Division overseeing integrated management, it is expected that non-regular employment will be minimized and the budget will be operated more rationally.”
