Gwangju Gwangsan-gu Selected for 'Resident Living Site Public Service Linkage Project' Contest
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] Gwangsan-gu, Gwangju Metropolitan City (Mayor Kim Samho) announced on the 6th that it has been selected for the Ministry of the Interior and Safety’s “Project to Strengthen the Linkage of Public Services in Residents’ Living Sites” and secured 50 million KRW in national funding.
Accordingly, the district plans to implement the project with a total budget of 100 million KRW by matching 50 million KRW of district funds.
The Ministry of the Interior and Safety conducted this nationwide contest in January targeting local governments to link various public services such as welfare, health, housing, and jobs from the residents’ perspective according to residents’ needs and regional characteristics, and to expand resident participation in the service delivery process to solve daily life problems.
Gwangsan-gu demonstrated its strength as a representative city of resident autonomy by being selected for the resident autonomy sector project in this Ministry of the Interior and Safety contest.
The resident autonomy sector project targets local governments that have stably introduced the resident autonomy council system, conducting pilot projects to strengthen the role of resident general meetings and establish a public service execution system for resident autonomy councils, attempting to advance the system.
Also, when promoting the resident autonomy sector project, about 20 million KRW will be additionally supported by the Ministry of the Interior and Safety in connection with the nurturing project of the Korea Social Enterprise Promotion Agency during the task execution process.
The main contents of the resident autonomy sector project tasks are: first, to discover practical village agendas centered on the resident autonomy council and strengthen the role of the resident general meeting for solving local problems by establishing a village development plan including agenda resolution measures through the resident general meeting.
Second, to establish and operate a public interest-type business corporation linked with the resident autonomy council to execute living services in the public domain such as village care, thereby establishing a public service execution system for the resident autonomy council.
Gwangsan-gu plans to promote the first project task in connection with the nine resident autonomy councils in operation as a pilot in Gwangsan-gu, and the second project task in connection with the Usan-dong resident autonomy council.
Kim Samho, Mayor of Gwangsan-gu, said, “Through the Ministry of the Interior and Safety contest project selected this time, we expect Gwangsan-gu’s resident autonomy council to develop into a nationwide leading model of resident autonomy councils.”
Meanwhile, Gwangsan-gu officially promoted the resident autonomy council pilot project last year and was recognized for achievements in establishing a stable foundation for resident autonomy councils, such as ▲assigning dedicated coordinators for each autonomy council ▲operating a resident autonomy council policy support group ▲resident autonomy council revitalization contest projects ▲supporting resident-led village planning and resident general meetings through training village plan facilitators.
