Residents of a mixed-use residential and commercial building in Seongdong-gu (District Mayor Jeong Won-oh) cannot hide their anxiety amid reports repeatedly stating “12 confirmed cases cluster outbreak at Seongdong-gu mixed-use building.”
The situation began on the 19th of last month when one of the residents became the first confirmed case in Seongdong-gu, followed by their spouse testing positive as well.
Related contacts entered self-quarantine, and thorough disinfection was carried out throughout the building’s interior and exterior as well as all movement paths to prevent further spread. However, the building manager, who lives in Junggye-dong, Nowon-gu and had completed self-quarantine, was again confirmed positive on the 28th of last month.
The manager’s wife had tested positive a day earlier on the 27th, and their son and daughter also later became confirmed cases. They are confirmed cases residing in Nowon-gu.
Subsequently, three employees who worked with the manager (residing in Gwangjin-gu, Seongbuk-gu, and Yeongdeungpo-gu) tested positive, and three family members of these employees were also confirmed positive, bringing the total number of related confirmed cases to 12.
Currently, there are 2 confirmed cases among residents, 4 confirmed cases among building management staff living outside the area, and 6 confirmed cases among their family members.
Resident Mr. Kim said, “People around us all think that the 12 confirmed cases are residents of our apartment,” expressing difficulties by adding, “Even delivery drivers hesitate to come when we order food, and it seems it will be hard to receive packages in the future.”
A district official stated, “Amid the heightened anxiety and sensitivity of residents due to COVID-19, we are receiving a flood of complaint calls. The district staff is fully committed to preventing the spread of COVID-19 within the area, but it is very unfortunate that our building is being stigmatized as a cluster outbreak site. Above all, it is essential to strictly follow quarantine guidelines during the self-quarantine period, including thorough isolation from family and others.”

Since January 28, Seongdong-gu has established a Disaster and Safety Countermeasures Headquarters and entered a 24-hour emergency response system at the ‘Severe’ response level following the confirmed cases. The district operates two public health center screening clinics, has fully closed and disinfected public and multi-use facilities, provides supplies to those in self-quarantine, and is preparing management plans for Chinese international students arriving at Hanyang University.
