In a post on his Facebook on the same day, Rep. Min said, "Justice Minister Choo Mi-ae, who was ranting to Prime Minister Lee Nak-yeon that Prosecutor General Yoon Seok-youl disobeyed her orders, has now issued an order to prosecutors not to follow hierarchical commands," he said.
Earlier, on the 3rd, Minister Choo pointed out the hierarchical culture within the prosecution during the commissioning ceremony for new prosecutors held at the Government Complex Gwacheon.
At the event, Minister Choo said, "The principle of the unity of prosecutors disappeared from the Criminal Procedure Act 15 years ago, but the culture of hierarchical obedience is still deeply rooted in the prosecution organization," adding, "I hope you break away from that and become gem-like beings full of a sense of justice and mission, doing your best to shine as prosecutors for the people."
The principle of the unity of prosecutors is the principle that all prosecutors nationwide operate as an inseparable organism under the Prosecutor General at the top. This provision was abolished through the amendment of the Prosecutors' Office Act in December 2003.

As the Minister of Justice, I regret that this has caused anxiety among the public," and added, "Procedural justice must be observed in criminal cases, and to approach substantive truth, procedural justice must be upheld."
