First, the district reported the current status of novel coronavirus infections and explained the step-by-step action plan and operation of the Gwangjin-gu disaster management system.
Since the 28th of last month, Gwangjin-gu has formed a Disaster Safety Countermeasures Headquarters and entered a 24-hour emergency system, operating two screening clinics for infection response. The screening clinics are equipped with thermal imaging cameras to check visitors' temperatures and have placed professional counselors capable of customized consultations and Chinese-speaking volunteers.
In addition, focused disinfection and sterilization are being conducted mainly in vulnerable areas, densely populated areas, and multi-use facilities in each neighborhood. In particular, detailed daily disinfection is carried out on bus interiors, handrails in multi-use facilities, toilets, faucets, and other areas.
Furthermore, thermal imaging cameras have been installed at Dongseoul Terminal, which has a large floating population, since the 29th of last month, operating from 7 a.m. to 11 p.m. Masks and hand sanitizers have been supplied and placed in facilities related to the elderly, daycare centers, and multi-use facilities.
Along with this, banners and promotional materials with preventive action guidelines in Korean and Chinese have been distributed in areas frequently visited by foreigners, and efforts are being made to promote to residents using SNS, IPTV, electronic billboards, and other media.
◇ Response Measures and Cooperation by Each Institution
At the countermeasure meeting, Gwangjin-gu requested cooperation from each institution. The Gwangjin Police Station agreed to support locating isolated individuals without known whereabouts or contact information, and the Gwangjin Fire Station agreed to cooperate in transporting patients showing signs of infection.
The Seongdong-Gwangjin Office of Education and universities located in the area have strengthened school disinfection and sterilization. Sejong University canceled both graduation and entrance ceremonies, while Konkuk University canceled the graduation ceremony and is considering canceling the entrance ceremony.
Hospitals at all levels are solidifying their own disinfection systems and reviewing medical personnel support for the operation of health center screening clinics. The Seongdong Tax Office requested tax support for small business owners related to the novel coronavirus and the postponement of tax audits.
At the meeting, heads of institutions unanimously stated, "This is a time when accurate information is needed, so related information should be shared to avoid duplicate support and waste of manpower, and cooperation with the district Disaster Safety Countermeasures Headquarters should be strengthened in necessary areas."
They also responded to institutions stating "It is difficult to purchase masks and hand sanitizers" by saying the district would actively support by sharing suppliers and other means.
Through this meeting, the district and related institutions and organization leaders decided to create an SNS working-level hotline to open a communication channel.
The district will continuously maintain the public-private-academic cooperation system, strongly promote inspections and disinfection targeting vulnerable institutions, and thoroughly manage the full survey of entrants from Wuhan, China, and active monitoring of symptomatic individuals.
In preparation for a prolonged situation, the district plans to purchase additional gun-type thermal imaging cameras capable of close-range measurement and continue promotion through various media.
