Candidate Kim Seong-jin stated, “Gwangsan, due to its geographical characteristic as a representative urban-rural complex city, has the conditions for agriculture, advanced technology, and upstream and downstream companies to grow together,” adding, “We will establish a Smart Farm Innovation Valley in Imgok and Bia, building a high value-added smart agriculture startup base utilizing urban agriculture to enhance agricultural competitiveness and nurture it as a leading smart farm hub like the Netherlands and Japan.”
He continued, “The Smart Farm Innovation Valley will be developed as a hub that concentrates smart farm clustering (production complex), youth startups (rental smart farms in incubation centers), technological innovation (demonstration complex), and market development functions to create synergy among farmers, companies, and research institutions.”
Smart farms are farms that automatically control optimal growth environments based on big data collected through the Internet of Things and other technologies. They are known to improve productivity per unit area, reduce labor costs, pests, and diseases, enable stable production, and help secure sales channels and expand exports.
He emphasized, “We will nurture young innovative talents related to smart farms to secure professional manpower, solve the aging of farm labor, and create high value-added youth jobs. We will promote the spread of automated farms such as the smart modernization of greenhouses, convert seasonal labor into regular labor, and enable the corporatization of agriculture and stable production.”

Furthermore, he said, “By establishing a big data-based innovation ecosystem, we will attract government support and active investment from private companies as a new growth engine that can enhance national industrial competitiveness, allowing upstream and downstream industries to grow. Agricultural products produced in Bia and Imgok will be cultivated and produced using cutting-edge technology, ensuring the purity and safety of materials, and will be developed as plant materials that can be used not only as food ingredients but also as raw materials for cosmetics, health functional foods, and pharmaceuticals.”
