Gwangju City to Implement Pre-Consultation System for Water Circulation Management Facilities Starting Next Month
[Asia Economy Honam Reporting Headquarters Reporter Park Seon-gang] Gwangju Metropolitan City announced on the 29th that starting next month, it will implement the 'Water Circulation Preliminary Consultation System,' which requires the application of Low Impact Development (LID) techniques during public project implementation.
Low Impact Development techniques prevent stormwater runoff caused by various developments and restore urban water circulation capacity. Related facilities include permeable pavement, infiltration ditches, rooftop greening, and vegetated waterways.
According to Gwangju City's Basic Ordinance on Water Circulation, projects subject to the installation of water circulation management facilities and those required to report the installation of non-point pollution reduction facilities or rainwater utilization facilities must consult in advance with the city's water circulation department regarding the stormwater management target amount for each project before obtaining permits or when changing existing project plans.
The city plans to first implement the water circulation preliminary consultation system for public projects and later expand it to private projects.
Meanwhile, in 2016, the city was selected as a 'Water Circulation Leading City' in a Ministry of Environment public contest and is pilot-implementing a water circulation leading city creation project by investing 29.5 billion KRW in the Sangmu district of Seo-gu, where rainwater can infiltrate and be stored.

Jung Ju-hyung, head of the city's Water Circulation Policy Division, said, "Water must circulate through evaporation, infiltration, transpiration, and discharge, but due to increased impervious surfaces from various urban developments, circulation has become difficult. Through the implementation of the preliminary consultation system, we plan to encourage the recognition of Low Impact Development techniques as part of development projects to increase the city's water circulation recovery rate."
