Ban on Publication Celebrations Related to National Assembly Election Candidates Starting from the 16th
[Asia Economy Honam Reporting Headquarters Reporter Yoon Jamin] The Gwangju Metropolitan City Election Commission announced on the 14th that from the 16th, which is 90 days before the 21st National Assembly election day, holding legislative activity report meetings for members of the National Assembly and local councilors, as well as book launch events related to candidates, will be restricted.
From the 16th, the restricted and prohibited acts include that no one may hold a book launch event related to a candidate (including those intending to become candidates), and members of the National Assembly and local councilors may not report on their legislative activities through assemblies, reports, phone calls, or greetings regardless of the nature of their official duties or other reasons.
However, reporting on legislative activities via internet homepages, bulletin boards, chat rooms, email, or text messages is allowed at any time.
Advertisements in the name of candidates and candidate appearances in advertisements are restricted.
No one may advertise writings, performances, plays, movies, photographs, or other items representing the name of a political party or candidate by methods not stipulated in the Public Official Election Act, and candidates may not appear in broadcasts, newspapers, magazines, or other advertisements.
Also, public officials or those in positions restricted from candidacy must resign by the 16th if they intend to run in the district National Assembly election.
The Public Official Election Act requires people holding certain positions or statuses to resign from their posts a certain period before the election day to ensure election fairness.
Public officials, full-time executives of government-invested institutions, local public corporations, local public enterprises, and journalists as defined by the Public Official Election Management Rules must resign by the 16th if running for district National Assembly elections, and by March 16 if running for proportional representation National Assembly elections or by-elections. However, members of the National Assembly running for re-election are exempt from resignation.
Community leaders such as tong, ri, and ban chiefs, resident autonomy committee members, and reserve forces company-level or higher officers must resign by the 16th if they intend to serve as election office managers, election liaison office heads, election staff, assistant workers for preliminary candidates or candidates, accounting managers, speechmakers, debaters, poll observers, or early voting observers.
In this case, resident autonomy committee members cannot return to their posts until election day, and others cannot return within six months after the election day.
