Chief Kim is a native of Tongyeong, Gyeongnam, and joined the maritime police as a patrol officer in 1986. He has served in key departments including the Inspection Team of the Audit Office at the Korea Coast Guard Headquarters, the Hearing Officer Office at the Namhae Regional Coast Guard, and as team leader of the Audit Office at the Korea Coast Guard Headquarters. Notably, he also served as the Situation Room Chief at the Jeju Regional Coast Guard, Chief of the Incheon Maritime Police Station, and Director of the Information and Communications Division at the Korea Coast Guard Headquarters.
