Petition Urging National Assembly Passage of Children's Life Safety Bills like Minsik Law and Haein Law... Police Chief Min Gap-ryong: "Parents Bury Lifelong Sorrow in Their Hearts, Deep Sympathy and Consolation"
[Asia Economy Reporter Ryu Jeong-min] The Blue House conveyed its stance through a response to petitions urging the National Assembly to pass the 'Min-sik Law' and 'Hae-in Law,' stating that "Children's protection zones impose special safe driving obligations on drivers" and that "greater vigilance is required."
On the 10th, the Blue House shared the response from Police Commissioner Min Gap-ryong regarding the petitions titled 'Petition to Pass the Children's Life Safety Act' and 'Petition for the Legislation of the Hae-in Law.'
Commissioner Min said, "This petition received the support of approximately 687,000 citizens, demonstrating deep concern for the protection of children's life safety," adding, "I understand well the feelings of parents who have lost their most precious children in unforeseen accidents and carry that sorrow in their hearts for life. As a parent raising children myself, I also express my heartfelt sympathy and words of comfort."
Commissioner Min explained, "The petitioners, who are also the parents of the affected children, urged the prompt passage of five children's life safety laws, including the ‘Min-sik Law’ and ‘Hae-in Law,’ which were created in response to child safety accidents occurring in children's protection zones."
He expressed his intention to continuously consult with the National Assembly to ensure the swift passage of the 'Five Major Children's Life Safety Bills,' which have yet to pass the legislature.
Previously, in November last year, President Moon Jae-in stated during a ‘Dialogue with the People’ that "the government and local governments will work together to ensure children are much more safely protected in children's protection zones," and instructed to "review and implement measures that allow drivers to easily recognize children's protection zones."
Led by the Ministry of the Interior and Safety, a joint task force named the 'Children's Protection Zone Traffic Safety Enhancement Task Force' was established, including the Ministry of Education, Ministry of Culture, Sports and Tourism, Ministry of Health and Welfare, Ministry of Land, Infrastructure and Transport, and the National Police Agency. The government, centered on this task force, is promoting ▲drastic improvement of safety facilities in children's protection zones ▲eradication of chronic safety neglect practices ▲leading the establishment of a child-first traffic culture ▲building an efficient management system for children's protection zones ▲strengthening safety obligations for children's school buses.
