Gwanak-gu, Community-Oriented Organizational Restructuring... Establishment of the Culture and Life Bureau
'Reorganization of the Welfare Family Bureau'... Public Relations Computer Division reorganized into 'Public Relations Division' and 'Smart Information Division'
[Asia Economy Reporter Jongil Park] Gwanak-gu (Mayor Park Junhee) has carried out an organizational restructuring as of January 1, 2020, to lead changes in a happy life that residents can feel through effective district administration during the 7th local government term.
As of January 1, 2020, the district will operate with the structure of ▲6 bureaus, 1 division, 1 office of the spokesperson, 35 departments ▲1 branch office, 4 departments, 1 sub-branch ▲1 council ▲21 neighborhoods.
First, looking at the bureau-level reorganization, the existing ‘Welfare and Culture Bureau,’ which had mixed work functions, will be reorganized into the ‘Welfare and Family Bureau,’ a bureau dedicated to welfare tasks, to provide customized services that meet the needs of an inclusive welfare state and diverse welfare demands.
Also, in line with residents’ refined cultural and leisure demands, the ‘Culture and Life Bureau’ will be newly established, placing the ‘Culture, Tourism and Sports Department,’ ‘Education Support Department,’ ‘Cleaning Administration Department,’ and ‘Green Environment Department’ to provide broad education, culture, and environmental services that enhance residents’ quality of life.
At the department level, the existing Public Relations and Computer Department within the Administrative Innovation Bureau will be reorganized into the ‘Public Relations Department’ and the ‘Smart Information Department’ to strengthen work expertise. The newly established ‘Public Relations Department,’ a dedicated PR office, will systematically promote the district’s major policies and key projects, enhancing publicity based on communication with residents to increase their participation and understanding of district administration.
Additionally, the newly established ‘Smart Information Department’ will focus on creating a life-close smart city using information and communication technology to strengthen urban competitiveness and provide conveniences that dramatically change residents’ lives.
To respond to the changing tax environment such as the 2020 local income tax reporting system change, the existing two departments within the Planning and Economy Bureau, ‘Property and Acquisition Tax Department’ and ‘Local Income and Automobile Tax Department,’ will be expanded into three departments: ‘Property and Acquisition Tax Department,’ ‘Local Income Tax Department,’ and ‘38 Tax Collection Department.’ Furthermore, by unifying the delinquent tax collection departments, tax administration services will be provided with improved work efficiency and convenience for civil complaints.
In addition, team-level reorganizations to secure project execution capabilities are also notable.
First, to address the increase in child-related tasks and strengthen the public nature of care services, a ‘Child Care Team’ will be newly established within the Senior and Youth Department. Also, as dementia policy projects continue to expand under the national responsibility system for dementia, a ‘Dementia Management Team’ will be newly established to provide customized services for dementia patients.
To strengthen the prevention of life safety accidents such as urban ground subsidence, the ‘Road Excavation Team’ will be reorganized into the ‘Underground Safety Excavation Team’ to fully protect residents’ lives, bodies, and property.
