Dongjak-gu Selected as the Best District in Seoul's Traffic Demand Management Evaluation
Received high marks for encouraging corporate participation in traffic reduction programs and expanding the use of Nanumcar, selected as the top district again in the 2017 Seoul Traffic Demand Management Evaluation
[Asia Economy Reporter Jong-il Park] Dongjak-gu (Mayor Chang-woo Lee) announced on the 2nd that it has achieved the remarkable feat of being selected as the ‘Best District’ in the Seoul Metropolitan Government’s traffic demand management evaluation in 2019, following its selection as the ‘Best District’ in 2017.
Accordingly, the district has secured a collection grant of 1.273 billion KRW (200 million KRW incentive and 1.073 billion KRW from traffic demand management and traffic inducement charges) and will begin full-scale project implementation.
This evaluation was conducted comprehensively on 12 detailed indicators across four areas: traffic inducement charges, corporate traffic demand management, focused traffic demand management, and special policies, based on data from January to October 2019 for 25 autonomous districts.
The district received high marks for promoting and practicing traffic volume reduction through measures such as encouraging corporate participation in traffic volume reduction programs, expanding the use of shared cars, and promoting public-private joint campaigns.
In particular, the active encouragement of payment for traffic inducement charges, collecting 97% (approximately 2 billion KRW) of this year’s assessed amount, was highly evaluated for contributing to increased tax revenue.
Additionally, the district has made various efforts to improve the traffic environment.
It has encouraged companies to participate in traffic volume reduction programs and provided customized program consulting for each facility considering the purpose and scale of the facilities. It also strengthened traffic demand management by expanding shared car parking lots in private facilities and public parking lots.
Furthermore, to spread consensus on the ‘Reducing Traffic Volume’ traffic policy, the district operates a public-private governance system and has strengthened green transportation promotion by conducting campaigns to encourage public transportation use through collaboration among private organizations, public institutions, and elementary schools.
Han Dae-hee, head of the Traffic Administration Division, said, “I am pleased that the policies promoted together with active participation from residents to improve the traffic environment have borne good results. We will continue to do our best to realize sustainable green transportation policies, such as alleviating urban traffic congestion and fine dust, through various practical actions in daily life.”

Last October, the district completed a traffic facility improvement project for school commuting safety within the child protection zones around Gangnam Elementary School, Yeonghwa Elementary School, Sinsangdo Elementary School, Eunro Elementary School, and Jungdae Affiliated Elementary School, investing 165 million KRW in project costs.
