The resident participatory budget system is a system that directly incorporates citizens' voices into the budgeting process, thereby enhancing the democracy and transparency of fiscal management. It is particularly meaningful in that projects proposed by citizens are actually realized as city policies.
This year, the total contest budget is 1 billion won. The categories include resident safety, improvement of regional inconveniences, and enhancement of public convenience—covering all projects that can bring about immediate, tangible changes to citizens' daily lives. However, projects currently underway, support for specific organizations, event-based projects, and large-scale facility construction (such as new city hall buildings) are excluded from eligibility.
Notably, this year Hanam City will introduce a dedicated participatory budgeting platform, "Jumin-e-Chamyeo," to dramatically improve accessibility for citizens. Operated in parallel with the existing website, this platform will allow citizens to easily submit their ideas anytime and anywhere. They will also be able to track the full process—from proposal review to budget reflection—in real time, further enhancing the transparency of information disclosure.
Hanam citizens who wish to participate can apply online via the Hanam City website, the "Jumin-e-Chamyeo" platform, or by emailing the designated official. For those who have difficulty using online services, offline submissions are also possible by visiting the nearest community administrative welfare center or by sending a letter to the City Hall Planning and Coordination Division.
Submitted proposals will undergo a feasibility review by the relevant department, after which they will be finalized for inclusion in the 2027 regular budget through deliberation and resolution by the Resident Participatory Budget Committee and the City Council.
