This would create a care system where children can be entrusted regardless of time or situation.
The elementary school facility-based care service operates from 7 a.m. to midnight. It is available to children aged 6 to 12, and preschool siblings can also use the service together. The service is provided at 12 Hamkkejaram Centers and two local children's centers, with a usage fee of around 4,000 won per hour.
Candidate Lee emphasized, “We will alleviate the childcare burden on parents by addressing after-school care gaps.”
The home-visit emergency care service will also be transitioned to a 24-hour system.
This service targets children from 3 months to 12 years of age, with a caregiver visiting the home to provide 24-hour care. Depending on the conditions such as weekdays or weekends, the usage fee ranges from 12,900 won to 25,580 won.
The service is provided through the Osan City Family Center, and the project budget—totaling approximately 4.97 billion won—will be jointly funded by the national government, Gyeonggi Province, and Osan City.
Candidate Lee stated, “We will establish a safety net so that children can be entrusted even in unexpected situations.”

This facility will be established as an open-access care center available to all Osan residents. The usage fee is estimated to be around 3,000 won per hour, with the total project budget estimated at approximately 135 million won funded by the city and province.
Kwonjae Lee stressed, “Facilities where children can be entrusted even late at night or in emergencies are absolutely necessary,” and added, “We will eliminate blind spots in childcare.”
He continued, “Once a connected care system encompassing facility-based, home-visit, and 24-hour daycare centers is completed, any citizen will be able to raise children with peace of mind. We will make Osan the best city for childcare in the country.”
