On May 20, An Minseok, the unified Democratic Progressive candidate for Superintendent of the Gyeonggi Provincial Office of Education, announced a pledge for the digital transformation of Gyeonggi education, centering on the establishment of the "Gyeonggi AI Education Center" and the construction of the "AI Eum Platform."

View original imageIn his policy statement on the same day, candidate An declared, "I will establish the Gyeonggi AI Education Center as the heart of Gyeonggi education, responsible for designing and implementing an education system for the AI era," adding, "I will build a future educational ecosystem that connects people and technology, schools and local communities as one."
He emphasized that, through the Gyeonggi AI Education Center, he would restore "three educational sovereignties": sovereignty in learning, sovereignty in teaching, and sovereignty in breaking down boundaries.
Candidate An explained, "By adopting a personalized AI learning system, we will guarantee each student's right to learn at their own pace and work to resolve educational gaps. Through the automation of administrative tasks with AI, teachers will be able to focus on teaching children, and we will build a platform that provides access to high-quality educational resources regardless of region."
In particular, he also presented a plan to foster the Gyeonggi AI Education Center as the control tower for educational innovation in Gyeonggi Province. He plans to operate a hands-on AI education campus that connects online and offline learning, in cooperation with global companies such as Samsung Electronics, SK hynix, Hyundai Motor, Naver, and Samsung SDI.
Candidate An also unveiled plans for the construction of the "AI Eum Platform," which will integrate and manage student growth data.
He stated, "From entering elementary school to graduating high school, we will create a 12-year growth portfolio in which AI records students' learning, creative experiences, career activities, and Gyeonggi-style LAS (Liberal Arts & Science education activities). We will ensure that this data is not disconnected even if students transfer or move on to higher schools."
He added, "Through the AI reading history system, we will analyze students' literacy and provide personalized reading paths. Based on student activity data, we will conduct precise analyses of career aptitudes and make it possible to use these data as application materials for college admissions."
He also pledged to introduce a student mental health management system. Candidate An explained, "We will not only track cognitive development but also monitor emotional and socio-emotional states as data. If any signs of risk are detected, AI will immediately notify teachers and parents and connect students to professional counseling, thereby establishing an emotional safety net."
He suggested directions for curriculum reform as well. Candidate An stated, "We will move away from rote memorization focused on multiple-choice and relative evaluation, and expand classrooms that encourage inquiry, written and essay-type assessments, and absolute evaluation. By linking AI curricula step by step from kindergarten through high school, we will ensure that every student can acquire AI literacy and skills by graduation."
He also proposed training specialized AI teachers. Candidate An added, "In the first stage, all teachers will receive AI literacy training. In the second stage, teachers who wish to do so in each subject will participate in teaching and evaluation workshops. In the third stage, we will foster experts to lead industry-academia collaboration projects."
