Establishment of "Seoul City TF" and District Office One-Stop Organization
The election office of Woo Hyungchan, Yangcheon District Chief candidate from the Democratic Party of Korea, announced on the 20th that on the 19th, Seoul mayoral candidate Jung Wono and candidate Woo visited Mokdong Apartment Complex in Yangcheon District, held a resident meeting, and discussed strategies for advancing the reconstruction project.

View original imageAfter touring the area around Complex 6, which is progressing the fastest among the 14 Mokdong apartment complexes, the two candidates held a Q&A session with resident representatives at a nearby association office. The candidates’ camps explained that the purpose of this visit was to alleviate residents' concerns about administrative continuity during the changeover of local government leaders and to propose ways for Seoul Metropolitan Government and Yangcheon District to collaborate.
Representatives of the Mokdong area associations who attended the meeting stated, "It is necessary to subdivide the administrative procedures at the project implementation stage, establish countermeasures for the introduction of a price ceiling on pre-sale units, and respond effectively to the land transaction permit system." They also emphasized, "Since the foundation of Mokdong is its status as an 'educational district,' solving school-related issues that arise during the reconstruction process is of the utmost importance," and requested tailored measures for the area. In addition, they requested expedited action, saying, "With the population expected to double to 50,000 households after reconstruction, if the Mokdong Line light rail project does not break ground early, there will be a severe traffic crisis."
Jung Wono stated, "Even if higher-level laws and systems move somewhat slowly in addressing residents' difficulties, I will find precise, targeted solutions for each specific issue and ensure we provide answers." Regarding educational issues, he added, "Since resolving school problems hinges on close cooperation with the Office of Education, the Seoul Metropolitan Government will maintain constant communication with the Office of Education and proactively address these issues." Jung also announced, "I will immediately establish a 'Seoul City Mokdong Apartment Reconstruction TF,' a task force directly under Seoul City dedicated exclusively to the Mokdong complex."
Woo Hyungchan, addressing transportation infrastructure, said, "Mokdong Line is the area that best fits the intent of the amended National Finance Act, which requires quantifying regional balanced development indicators, such as aircraft noise damage and blind spots in public transportation, when conducting preliminary feasibility studies." He continued, "We will actively utilize this system and perfectly reflect the post-reconstruction transportation demand to swiftly finalize the 'Mokdong Line Light Rail (Shinwol-dong~Dangsan Station)' project."
Woo pledged to take direct responsibility for the Mokdong reconstruction and to handle all processes with full accountability, promising to establish a 'One-Stop Support Organization' and an 'Information Disclosure Center' directly under the district office. He explained, "The newly established one-stop organization will bring in private sector and design experts to process permits and authorizations in a one-stop manner, and the district office will actively intervene in construction cost verification, which has recently been a source of conflict, to ensure transparency." He added that the Information Disclosure Center would help prevent internal conflicts caused by false information.
