By appointing external experts, the city has strengthened the objectivity and transparency of the review process, moving away from its previous internal-focused system.
The newly appointed civilian members consist of six experts from various fields, including international exchange, administration, and the MICE industry. Going forward, they will comprehensively review the necessity of overseas business trips, the suitability of destination institutions, and the adequacy of travel expenses and schedules.
The first committee meeting was attended by the chairperson (the First Deputy Mayor), the Director of the Autonomous Administration Bureau, the Auditor, and other ex officio members, as well as the civilian members. The agenda for the day included a plan by the Department of Childcare for an "educational training and on-site visit to advanced childcare institutions."
This overseas trip is being organized to study advanced integrated early childhood education and care (ECEC) practices in Australia, strengthen the competency of childcare staff, and identify directions for establishing a Goyang-style integrated childcare model.
The committee conducted a review focused on the necessity of the trip, the suitability of the institutions to be visited, and the appropriateness of the budget.
A Goyang City official stated, "The participation of civilian members has enhanced the objectivity and credibility of the overseas business trip review process," adding, "We will foster a substantial culture of public officials' overseas business trips that citizens can support by strengthening the effectiveness of such trips and the function of policy feedback."
