Reflecting the meaning of an “estuary” where freshwater and seawater meet, the center will serve as a generational convergence complex space, naturally bringing together young adults and the elderly.
From February to April, the county conducted an architectural design competition for the construction of the Complex Community Center and requested the Public Procurement Service to oversee the competition to ensure professionalism and fairness in the selection of the design.
The winning design was proposed by Table O Architects Co., Ltd. (CEO Hyun Jeho). The county has granted the design rights to the winning team and began basic and detailed design services on May 6, 2026.
The selected project will be a building with one basement floor and four above-ground floors, occupying a site area of 1,617 square meters and a total floor area of 2,843.63 square meters. It received high praise for its innovative “pyeongsang” (traditional Korean raised platform) concept for maximizing views of the Namdaecheon, as well as its user-focused and open spatial layout.
The project site is located at 228-1, Nammun-ri, Yangyang-eup. The total project cost is 14.875 billion won (4.964 billion won in national funding, 496 million won in provincial funding, and 9.415 billion won in county funding). This represents an increase of approximately 4 billion won from the original competition project budget of 10.87 billion won, reflecting the results of preliminary public architecture reviews and architectural planning services.
The facility will be a complex community space with functions tailored to each generation. The first basement level will house a parking lot, while the first floor above ground will feature a “Cultural Plaza” equipped with the Yangyang Sarangbang, a connecting center, and a tool rental shop. The second floor will accommodate the “Patriots and Veterans Hall,” promoted as an independent county project. The third floor will have the “Healing Shelter,” including a village health center, psychological counseling room, and health consultation room. The fourth floor will be developed into a “Rest Area” featuring the New Gray Club, a café, and community classrooms for residents.
The county plans to complete the detailed design by April 2027, commence construction, and target completion by December 2028.
