Woo Hongseop, candidate for Wando County governor from the Democratic Party of Korea, has launched the era of "Wando-style basic income" by announcing the 'Three Major Pension Project', which directly distributes profits to residents by utilizing Wando's natural, historical, and marine resources. The initiative goes beyond simple welfare benefits, aiming to increase the actual income of county residents and establish a local circular economy.
On the 17th, Woo presented the Three Major Pension Project as a key pledge to expand residents' income and build a circular economy in the region. This project consists of three pillars: the Landscape Pension, the Loyalty Pension, and the Marine Pension.

View original imageFirst, the "Landscape Pension" regards Wando's beautiful natural scenery, including Cheongsando, as the result of residents' long-standing work, and returns a portion of tourism profits to the residents through this policy.
Woo explained, "Wando's landscape is not just nature, but a public asset maintained by the lives and effort of its residents," adding, "We will recognize activities to preserve the scenery as legitimate work and connect tourism profits and county finances so that tangible benefits return to local people."
The "Loyalty Pension" is a project that links Wando's historical and cultural assets directly to residents' welfare. Woo said, "Wando is a land of loyalty where the spirit of historical figures like Ambassador Jang Bogo, Admiral Yi Sun-sin, and the anti-Japanese movement lives on," and pledged, "We will create a new model that connects the spirit of dedication to the country and nation, and local pride, directly to residents' welfare."
He further emphasized, "We will ensure that history and spirit are not just commemorated, but translated into direct benefits for people's lives."
Woo also plans to introduce the "Marine Pension," a profit-sharing policy based on Wando's core marine resources. He stated, "Wando's wind, sunlight, seaweed, and carbon absorption projects are future growth industries and new public assets," and promised, "We will gradually establish a Wando-style basic income system by sharing profits from offshore wind power, carbon neutrality projects, and blue carbon industries with residents."
Woo intends to use this project as a catalyst for Wando-style basic income. He added, "The Three Major Pension Project will fill county residents' pockets and create a structure where money circulates within the region, marking a new starting point for Wando's basic income system," and emphasized, "I will make sure that Wando becomes a prosperous county where residents can directly experience the benefits of regional development."
If the "Three Major Pension Project" gains traction, Wando County is expected to become a leader in innovative, self-reliant economic models that guarantee residents' quality of life, going beyond a simple tourist destination or seafood production area.
