Changwon Special City to Begin Second Round of "High Oil Price Damage Relief Payments" on May 18
Applications Open Both Online and Offline for 650,000 Citizens
150,000 Won Per Person for Bottom 70% Income Bracket
Changwon Special City in Gyeongnam will begin accepting applications for the second round of "High Oil Price Damage Relief Payments" starting May 18, in order to help stabilize the livelihoods of citizens struggling with prolonged high inflation, high interest rates, and oil price volatility.
This second round of relief payments will be provided to approximately 650,000 citizens, comprising the bottom 70% income bracket. The amount is 150,000 won per person. The income standard is based on the household members listed on the resident registration as of March 30, 2026, and eligibility is determined if the total household health insurance premium for March 2026 is below the designated threshold.
Even if a spouse or children have a different registered address, they will be considered part of the same household if they are dependents under health insurance. For dual-income households, a more relaxed standard is applied (one additional household member is counted) to prevent disadvantages due to combined income compared to single-income households. In addition, vulnerable groups who already received relief payments during the first round are excluded from this second application, and the usage deadline for relief payments received during both the first and second rounds is the same—August 31 (Monday).
Eligibility and payment amount can be checked sequentially, starting from May 16, only by those who have pre-registered for the "High Oil Price Damage Relief Notification Service" provided by the National Secretary (via website, Naver app, KakaoTalk, etc.).
Online applications can be made via the mobile local gift certificate or using a personal credit or debit card, through the relevant application or website.
For offline applications, individuals can visit the local administrative welfare center corresponding to their address as of March 30 to receive a prepaid card, or go to a bank branch to have points credited to their own credit or debit card.
