He added, "As the mayor during the 8th popularly elected term, I have laid the groundwork for Yongin’s great leap forward, so I am determined to become the first two-term mayor and complete policies in the fields of semiconductors, transportation, education, culture, sports, tourism, agriculture, and welfare."
Lee also shared that during his campaign, he often heard from citizens that "in Suwon, mayors have served two or three consecutive terms, so all projects have been carried out with continuity, whereas in Yongin, the frequent change of mayors has been disappointing." He said, "I have felt that there is now a strong desire among citizens for Yongin to have its first re-elected mayor so that the projects currently underway can be seen through to completion."
As major achievements of his 8th term, Lee cited the attraction of the Yongin Advanced System Semiconductor National Industrial Complex, the designation of three semiconductor clusters including the national industrial complex as specialized complexes for national high-tech strategic industries, and the creation of a semiconductor-focused new city. He emphasized, "We have established the foundation for Yongin to leap forward as a global hub for the semiconductor industry."
He further claimed, "Those in power are attempting to disrupt the Yongin semiconductor projects in various ways, and there are groups actively campaigning to block power supply to the Yongin semiconductor industrial complex. Yet, the government seems to be either encouraging or passively standing by."
He warned, "If the Yongin semiconductor projects are disrupted, this could cast a shadow not only over Yongin’s future but also over the nation’s overall competitiveness. It is inevitable that there would also be negative impacts on the expansion of rail and road networks, job creation, and securing tax revenue."
Lee noted, "Thanks to the semiconductor promotion policies during the 8th term, the scale of investment has reached nearly 1,000 trillion won, and the term 'Cheonjo Gaebyeok' (meaning a revolutionary scale of a thousand trillion) has even been coined. Citizens will wisely discern who is truly qualified to open the future for Yongin's semiconductor industry."
He also said, "During the 8th term, we established the foundation for attracting semiconductor company investments and expanding the tax base. If entrusted with the 9th term, I will further strengthen public finances and invest more in improving citizens’ quality of life."
Lee presented economic and welfare policies utilizing the tax revenue base from the semiconductor industry. He announced plans to gradually create the "Silicon Yongin Fund," which will reach up to 1 trillion won in size, to support youth and middle-aged entrepreneurship and career transitions, and to expand job opportunities for seniors and people with disabilities.
He also explained that he will introduce the "Yongin Youth Employment Quota System" in cooperation with local semiconductor companies to ensure quality jobs for young people.
For his educational and welfare pledges, he proposed expanding support for school gym uniforms for middle and high school students, providing shingles vaccinations for all citizens aged 65 and older, and offering influenza vaccinations to all citizens.
