Nowon District Forms Residents' Council for Sanggye 5-dong Redevelopment... Association Approval Expected in Second Half of Year
A Large-scale Complex with Up to 39 Stories and 4,591 Residential Units
Nowon District in Seoul (Mayor Oh Seungrok) announced on May 14 that it has completed the formation of the 'Residents’ Council' for the housing redevelopment project in the Sanggye-dong 154-3 area (Sanggye 5-dong) and will pursue approval for the establishment of the association in the second half of this year.

View original imageThe district office gave the final notice of the council’s formation on the 13th. The chairman of the council is Ryu Yong-sang, CEO of Enders Engineering and an external expert in redevelopment projects. The vice chairman is Kim Nam-yoon, a representative of landowners, who was elected to the position. The council members consist of 105 landowners.
The project is being advanced under the 'publicly supported direct establishment of the association' method, as stipulated by the 'Urban and Residential Environment Improvement Act' and the 'Seoul Metropolitan Government Urban and Residential Environment Improvement Ordinance.' This system allows the step of forming a ‘preparatory committee for association establishment’ to be skipped with the consent of a majority of landowners, thereby reducing the project period by over a year. The Residents’ Council will operate as the main entity, while the district office will provide administrative work and budget support.
The district will invest approximately 612.5 million won (including Seoul city funding), the largest amount among Seoul's redevelopment sites, into this project. The budget will be used for professional management services for the redevelopment project, calculation of estimated contributions, and the drafting of the association’s articles of incorporation, among other costs related to the association’s establishment.
The formation of the council included the introduction of electronic voting based on identity verification. The district office assigned individual serial numbers to each ballot and mandated a process for verifying the identities of publicity staff (OS) directly selected by the district office. Going forward, the council will prepare the draft articles of incorporation and collect consent forms for the association’s establishment to meet the requirements for approval in the second half of the year.
The Sanggye-dong 154-3 area covers 216,364 square meters. Upon completion of the project, the site will be developed into a complex with a floor area ratio of 285%, up to 39 stories, 26 buildings, and a total of 4,591 residential units.
