Ansan City in Gyeonggi Province is making a concerted effort to dramatically improve the living conditions of island areas centered around Daebudo, and to strengthen its marine tourism competitiveness, with the goal of creating a “Safe and Vibrant Daebudo.”

View original imageOn the morning of May 12, Ansan City held its regular May policy briefing in the City Hall’s First Conference Room and announced major policy implementation plans centered on the expansion of infrastructure in Pungdo and Yukdo, as well as the Fishermen’s Village New Deal 3.0 project.
First, the city is carrying out the “Fisheries Revitalization Project” in the Pungdo area with a total project budget of 4.5 billion won (with 3.15 billion won from the national government, 405 million won from the provincial government, and 945 million won from the city).
The city intends to significantly enhance residents’ convenience in the Pungdo area by improving passenger terminal amenities and fishermen’s communal facilities through various upgrades, including: reinforcement of the dock, elevation of rear land, reinforcement of the breakwater wall, improvement of drainage facilities, enhancement of communal facilities for fishermen, and upgrades to convenience facilities at the passenger ferry terminal.
Additionally, to promote marine leisure activities, a leisure boat mooring facility will be installed in Pungdo by 2026. The city aims to absorb the growing demand for marine leisure and develop a tourism infrastructure linked to nearby marina facilities.
At the same time, the city is also pursuing projects to improve basic living infrastructure in underdeveloped island areas, as part of the Ministry of the Interior and Safety’s “4th Comprehensive Island Development Plan (2018–2027).” With 80% of funding from national government grants, Ansan is implementing projects such as the installation of a multifunctional floating pier at Yukdo Port and repairs to the Yukdo coastal road, focusing on improving fishery infrastructure and enhancing residents’ living environment.

View original imageThrough the 4th Comprehensive Island Development Plan, Ansan City is investing approximately 7.3 billion won in a total of six projects to improve housing environments on the islands. In anticipation of the 5th Comprehensive Island Development Plan, which will begin in 2028, the city is also working to identify projects that will revitalize daily living infrastructure (SOC) and tourism.
The city is also accelerating the “Fishermen’s Village New Deal 3.0” project, in line with government policy. With a budget of 10 billion won (7 billion won from the national government, 900 million won from the province, and 2.1 billion won from the city), Ansan will undertake major upgrades to the living and safety infrastructure around Haengnanggok Port and Heungseong Port.
At Haengnanggok Port, the city will promote improvements to the fishing industry environment and convenience by: constructing a boat launching site, refurbishing the lighthouse island quay, installing CCTV and equipment, improving the connecting road to the fishing port, installing public restrooms, and installing waste disposal facilities.
At Heungseong Port, the city will work to improve fishermen’s working conditions and ensure safety by establishing a communal workshop and rest area for fishermen, upgrading the access road to fishing grounds, and installing CCTV and other equipment.
As the Fisheries Revitalization Project will be reorganized into the “Fishermen’s Village New Deal 3.0” project starting in 2026, the city plans to complete the establishment of master and implementation plans, as well as secure approval from the Ministry of Oceans and Fisheries by 2027, with the goal of completing the project by 2029.

In particular, Ansan City is preparing to apply for the 2027 Fishermen’s Village New Deal 3.0 competitive grant, worth 25 billion won, aiming to develop the Tando Port area into a hub of Daebudo’s fishing economy. The strategy is to transform Tando Port into the top marine tourism destination in the Seoul metropolitan area by constructing a marine leisure complex center and creating large-scale parking and park facilities.
