Hwaseong Special City Hyohang District in Gyeonggi Province announced on April 1 that it has strengthened its advance notification system to prevent citizens from facing disadvantages due to the expiration of the permitted period for temporary buildings. The district is enhancing this system by combining telephone reminders with on-site inspections.

View original imageAccording to the current Framework Act on the Building Industry, local governments must inform building owners of the expiration at least 30 days before the end of the permitted period. Until now, Hyohang District has sent expiration notices by registered mail in line with these guidelines. However, there have been cases where administrative action was taken because recipients did not receive the mail or were unaware of the need to file for an extension.
To address this, the district now makes telephone reminders for cases where no notification of extension has been received after the notice is sent by mail. In particular, for temporary buildings where telephone contact cannot be established or where no report is filed even after follow-up, the responsible officials conduct on-site visits to directly confirm the status of the building, ensuring more thorough inspections.
Temporary buildings are generally required to renew their permitted period every three years. Through these enhanced notification measures, Hyohang District is organizing temporary buildings that have been left unattended without approval and encouraging immediate extension reports for buildings that are still in use, thereby increasing the accuracy of administrative work.
Kim Hyungap, Director of Urban Architecture, stated, "By going beyond the legal obligation of sending notices by mail and actively combining telephone calls and on-site inspections, we are protecting the rights and interests of citizens. We will continue field-centered, communicative administration to ensure that citizens do not suffer disadvantages such as corrective orders due to a lack of awareness of relevant laws, and we will build a systematic management system."
