Daeun Jung, the Democratic Party of Korea's preliminary candidate for Buk-gu District Mayor, declared her candidacy for Buk-gu District Mayor at a press conference held at the Gwangju City Council press room on the 16th, stating, "I will ensure the success of 'Gwangju Special City, Buk-gu as the representative city,' a vision initiated by President Lee Jaemyung."
Candidate Jung defined the significance of this local election in three ways: first, recognizing the major achievements made during the 10 months since the launch of the Lee Jaemyung administration; second, selecting a candidate suitable for the new era of Gwangju Special City's grand transformation; and third, the need for leadership capable of realizing the Democratic Party of Korea government's accomplishments and managing change.

She also highlighted her experience in administrative innovation, citing her efforts to reform the May 18 policy based on paternalism, the enactment of the May 18 Integration Ordinance, securing 137.1 billion won in public contributions for the Central Park District 1 development project, and pioneering the nation’s first public disclosure of Urban Planning Committee meetings.
Jung emphasized her plan to make Buk-gu, which has the largest population among Gwangju and Jeonnam’s 27 cities, counties, and districts, the “representative city of Gwangju Special City,” presenting five main goals and 15 key policy initiatives.
The five main goals are: ▲Declaring Buk-gu First Policy, making it a city where values and growth coexist ▲Becoming the most proactive leader of change in the era of large-scale administrative integration ▲Accelerating administrative processes while maximizing resident satisfaction ▲Establishing a special social safety net and a secure welfare system ▲Preemptive disaster response, becoming the “ultimate in disaster safety.”
The 15 core initiatives include: ▲Supporting housing and providing incentives for Buk-gu businesses ▲Offering half-price rent support for small business owners ▲Revitalizing university districts that have become vacant ▲Introducing Buk-gu-specific part-time jobs for young people ▲Renaming Buk-gu to fit the new local government ▲Granting budget autonomy to 27 administrative welfare centers in Buk-gu ▲Attracting phase two relocations of public institutions ▲Building an integrated transportation network connecting Buk-gu, Damyang, and Jangseong ▲Innovative feedback on civil complaints ▲Buk-gu model shared housing ▲Introducing a basic health income for seniors ▲Operating smart health buses ▲Securing additional disaster funds ▲Running a separate 24-hour emergency response team during heavy rain and snow seasons ▲Ensuring the smooth progress of long-awaited local projects.
Jung stated, “I am running a fair and honest campaign, writing handwritten letters to Buk-gu residents for 80 consecutive days without relying on illegal sponsorships or publication celebrations. I will overcome outdated political conventions.” She added, “As a lawyer with a background in Minbyun, I will bring lawyer-level administrative standards to create the cleanest, fastest, and most meticulous administration in Buk-gu.”
