View original imageThe 'Livelihood-Oriented Policy' is a core initiative of Gwangju City under the 8th popularly elected administration, designed to provide practical assistance to citizens through institutional improvements and on-site communication. This year’s evaluation covered a total of 71 policies identified across five sectors throughout 2025, with a focus on ensuring the sustainability of administrative innovation.
To ensure objectivity in the evaluation, the city applied a 100-point scoring system that included: ▲effectiveness in resolving citizen inconveniences (appropriateness, 35 points), ▲achievement of performance goals and departmental commitment (effort, 35 points), and ▲contribution to city development and potential for dissemination (impact, 30 points). In particular, an online citizen vote was conducted for the top 10 policies that passed the first and second rounds of practical review, with 593 citizens participating to directly assess the public’s perception of the policies.
As a result of the evaluation, the “Securing Pedestrian Safety! Identifying Blind Spots for Surveillance Cameras on Sidewalks” initiative by the Traffic Facilities Division was selected as the top policy. The project involved surveying all pedestrian blind spots near Gwangju Station and elementary schools where illegal parking made walking dangerous, and installing surveillance cameras at five locations, which significantly improved the pedestrian environment.
The “On-Site Survey on the Living Conditions of Livelihood-Driven Delinquent Taxpayers” by the Tax Collection Division was selected as an excellent policy. A team of 15 investigators conducted 15,745 on-site visits and phone consultations, going beyond simple tax collection to also provide welfare linkages. As a result, 16 households in crisis were identified and received emergency living expenses and job counseling support.
The “Creating a Safe Environment for Public Restroom Use” initiative by the Water Quality Policy Division was also recognized as an exemplary case. The division continuously managed emergency bells in public restrooms throughout the region and newly installed emergency bells at 45 locations. Joint inspections against illegal filming and the replacement of three automatic doors further improved the safety management system.
As encouragement awards, the Women and Family Division’s “On-Ansim: Safe Return Home Service Application,” which connects smartphones to the CCTV control center to establish a 24-hour response system, and the Health Promotion Division’s “Visiting Workout Program,” which expanded community-based participation in physical activity by utilizing park sports facilities and school playgrounds, were each selected.
