Jeonnam Province announced that it has proven itself as the hub of the rice flour industry, with a record 51 sites nationwide being finally selected for the 2026 Strategic Crop Industrialization (Rice Flour) Specialized Production Complex Project.

According to the results, Jeonnam Province secured 50 out of 130 sites nationwide in the education and consulting category, accounting for 38.5% and ranking first in the country. Additionally, in the facilities and equipment category, which is aimed at advancing production infrastructure, it achieved a notable outcome by securing 2 out of 4 sites nationwide. Including those selected for both categories, a total of 51 sites were chosen.

For the 50 specialized production complexes selected in the education and consulting category, Jeonnam Province will provide 30 million won per site to support education and consulting expenses. This support aims to improve rice flour cultivation techniques, establish collaborative farming systems, and strengthen quality and organizational management capabilities to build a stable operational foundation.

In the facilities and equipment category, Haenam’s ‘Bright Farming Cooperative Corporation’ and Jangseong’s ‘Global Jangseong Farming Cooperative Corporation’ will each receive 500 million won to expand dedicated facilities and equipment for rice flour, thereby enhancing production efficiency and quality competitiveness. Among these, Haenam’s ‘Bright Farming Cooperative Corporation’ was also selected in the education and consulting category.

Jeonnam Province’s planned cultivation area for rice flour in 2026 is 3,754 hectares, accounting for 45.9% of the national total of 8,175 hectares, making it the largest in the country.

Specialized production complexes will be supplied with paid seeds of ‘Baromi 2’, a rice flour-exclusive variety, and will receive tailored on-site technical support. Additionally, the government will purchase the entire production output to guarantee stable sales channels, and will provide a strategic crop direct payment of 2 million won per hectare.

All farming households must enroll in crop disaster insurance, and Jeonnam Province supports 90% of the insurance premium to relieve the financial burden on farmers.

Jeonnam Province plans to swiftly complete subsequent procedures such as the disbursement of subsidies within March and systematically establish a production and distribution base centered on specialized production complexes.

Kim Subin, CEO of Haenam Bright Farming Cooperative Corporation, expressed anticipation, saying, “Being selected as a specialized production complex will contribute to revitalizing the rice flour industry and increasing farm incomes.”

Jeong Wonjin, Director of the Food and Horticulture Division at Jeonnam Province, emphasized, “By fostering rice flour specialized production complexes, we will achieve both stable rice supply and demand and increased farm incomes. We will continue to expand the shift toward a strategic crop-centered agricultural structure going forward.”
