Gapyeong County in Gyeonggi Province is operating an "In-House Design Team" that directly designs small-scale construction projects, aiming to both reduce design service costs and strengthen the practical capabilities of technical public officials.

View original imageOn January 19, Gapyeong County announced that it is running the "2026 Gapyeong County In-House Design Team" for 36 days until February 6, in order to reduce the budget by minimizing the outsourcing of private design services.
The county expects to save approximately 442 million won in detailed design costs by directly designing 83 projects targeted for in-house design this year, rather than outsourcing them. The total number of projects designated for in-house design is 83, with a combined project budget of 2.924 billion won. By department, there are 28 projects from the Construction Division, 3 from the Agricultural Infrastructure Team, and 52 from the six towns and townships, with many projects focused on small-scale road maintenance and community-based infrastructure improvements.
Another benefit of operating the "Gapyeong County In-House Design Team" is enhancing the on-site practical skills of technical public officials. The team is led by the head of the Construction Division and consists of 21 members, organized into two teams of 10 each. Technical and newly appointed officials work together to carry out all stages of the design process, including site inspections and surveying. This is a practical approach where officials complete the design directly in the field, rather than simply providing administrative support.
