The city operates these shelters as accessible spaces where anyone, not just public transportation users but also citizens who need to escape the cold during outdoor activities, can briefly warm up.
In particular, the city plans to keep the shelters open even during late night and early morning hours throughout the winter, so that citizens, as well as delivery workers and outdoor laborers, can take refuge from the cold wave.
