Jintae Kim, Governor of Gangwon Special Self-Governing Province, awarded the governor's commendation to five heroic citizens at the provincial office's Trade Consultation Room on the 24th. Kwon Duseong, then a lieutenant at the Wonju Police Station, played a decisive role in saving a life in July 2025. While attending a 10th-anniversary gathering of fellow police officers in Seoul, he responded to a request for CPR when someone collapsed. Together with his colleagues, he calmly divided roles and provided prompt emergency care, including CPR, ultimately saving the person's life.
Kim Beomsoo, an athletic trainer, and Lee Ganghun, a physical therapist of Gangwon FC, the Gangwon Special Self-Governing Province professional football club, rushed into the stands during an away match against Gwangju FC in May 2025 after noticing a young fan collapsed from heatstroke. The two provided professional emergency care and quickly handed the child over to medical staff, enabling a rapid recovery and stabilization.
Sergeant Jin Gangseop of the 1912nd unit noticed teenagers struggling in the water while playing in the Hongcheon River in June 2025. Without a moment's hesitation, he jumped into the river, rescued two students, and administered emergency care, making a significant contribution to saving their lives and embodying both a soldier's sense of duty and love for his neighbors.
Sergeant Kwon Yongseong of the 53rd Infantry Brigade, 22nd Division, risked his life during the 2019 Goseong wildfire, which caused extensive damage. He discovered an elderly woman with limited mobility isolated in a village and bravely rescued her, ensuring she was evacuated to safety and reunited with her family.
In particular, although Sergeant Kwon Yongseong's heroic act took place in 2019, it was only recently recognized thanks to strong recommendations from his colleagues, making this belated award all the more meaningful.
