Daejeon Prison Relocation Finalized as 'LH Entrusted Development and Ministry of Justice BTL Hybrid Model'
Follow-up Procedures to Begin, Including Preparation for Reapplication for Preliminary Feasibility Study
The relocation project for Daejeon Prison has been finalized as a state-owned land development pilot project to be carried out by LH (Korea Land & Housing Corporation) under an entrusted development model.
The working-level task force led by the Ministry of Economy and Finance held a meeting at the National Assembly on December 17, presided over by Assemblyman Cho Seungrae, where they comprehensively reviewed the project's feasibility, fiscal efficiency, and public interest. As a result, they concluded that the entrusted development method implemented by LH was the most appropriate approach.
This working-level consultation was conducted from August to December, with participation from the Ministry of Economy and Finance, the Ministry of Justice, Daejeon City, and LH.
Accordingly, Daejeon Prison will proceed with follow-up procedures for prompt relocation and development, including LH preparing to reapply for the public enterprise preliminary feasibility study.
In addition, for parts of the correctional facility not included in the entrusted project-out of a total capacity of 3,200 inmates-the Ministry of Justice plans to promote them through the BTL (Build-Transfer-Lease, private investment) method.

Lee Jeonggap, head of the urban planning team, stated, "The government's decision to promote public development is expected to contribute to balanced regional development and the modernization of correctional facilities," adding, "We will actively support the smooth progress of the project by closely cooperating with the Ministry of Economy and Finance, the Ministry of Justice, LH, and other relevant agencies."
