Seo-gu, Gwangju Wins Four Awards in Ministry of Health and Welfare's Welfare Project Evaluation
Four Areas Including Support for Integrated Medical and Nursing Care
Seo-gu District in Gwangju achieved outstanding results in the regional welfare project evaluation conducted by the Ministry of Health and Welfare.
On December 10, Seo-gu District announced that it had been selected as an excellent autonomous district in all four areas of this evaluation: support for integrated medical and nursing care, operation of visiting health and welfare services, operation of the Hope Welfare Support Group, and the results of implementing the community social security plan.

View original imageIn the area of support for integrated medical and nursing care, Seo-gu District established the nation’s first “public medical care model” in connection with the public health center's integrated health center, and provided home visits for vulnerable groups through the Seo-gu Home Medical Center, thereby establishing a public medical care system accessible close to home. The 24-hour safety call, emergency dispatch, and care response systems have also played a significant role in building a welfare safety net.
In the operation of visiting health and welfare services, the “Our Neighborhood Care Team” drew particular attention. Seo-gu District doubled the number of care team members from 82 to 164 and strengthened field-oriented welfare by having each member check in on an average of more than 21 care recipients among the 2,100 beneficiaries.
In the operation of the Hope Welfare Support Group, the district systematically surveyed and managed welfare resources across 11 public and private sectors and residents’ needs. Based on this, it was praised for establishing a structure that links ICT-based care, mobile safety care, and welfare registered mail services to detect and address social isolation and care gaps in advance.
In the area of community social security plan implementation, the “Family Care Youth Support Project” was highlighted as a leading example. Since 2024, Seo-gu District has provided an annual care support grant of 3 million won to adolescents and young adults who care for family members unable to work due to illness or disability, while also offering psychological and emotional support and expanding opportunities for social participation. This project, first implemented by Seo-gu District, contributed to the enactment of the national “Crisis Child and Youth Act,” leading to its expansion nationwide.
