Overcoming the Barrier of Local Extinction... Yeongyang County Opens Its Future as 'Top-Rated Region' Nationwide
The Only County in North Gyeongsang Province to Secure the Largest National Budget of 12 Billion Won
A shining report card emerging from the valley of rapid population decline.
On November 21, Yeongyang County in North Gyeongsang Province achieved a remarkable feat by being selected as the top-rated region among 89 areas experiencing population decline nationwide in the Ministry of the Interior and Safety's final evaluation of the "2026 Local Extinction Response Fund Project Investment Plan," thereby securing the largest budget allocation of 12 billion won.
The Local Extinction Response Fund is a government resource directly supporting local governments to address the issue of regional extinction. The Ministry of the Interior and Safety provides differentiated annual funding of approximately 1 trillion won for ten years (2021-2030) to 89 population-declining regions nationwide based on the evaluation results of investment plans established by each local government.
Previously, in August, 19 cities and counties-representing the top 20%-were selected through the first round of investment plan reviews and on-site evaluations. On November 21, a final in-person evaluation was conducted for these selected regions.
On the day of the evaluation, County Governor Oh Dochang participated directly, actively explaining Yeongyang County's population decline status and its 2026 fund project investment strategy, receiving high praise.
Yeongyang County's main investment projects for 2026 focus on attracting new residents and improving settlement conditions. The major projects include: ▲ Establishment of a Rural Life Safety Education Center (key project) ▲ Development of a customized public rental housing town for Yeongyang ▲ Creation of Yeongyang-style Grand Park ▲ Establishment of a youth and agriculture growth platform in Yeongyang.
Among these, the key project-"Establishment of a Rural Life Safety Education Center"-will utilize the closed Ipam Middle School to create a rural safety education hub. The center will provide life safety and disaster response education to a wide range of groups, including rural residents, students, and firefighters, aiming to expand the local resident population and strengthen safety capabilities.
Additionally, the key project was planned and reviewed in collaboration with the North Gyeongsang Fire Headquarters, Yeongyang Fire Station, and North Gyeongsang Agricultural Research and Extension Services. In particular, on-site consulting from the fire sector enhanced the safety and effectiveness of the center's establishment.

County Governor Oh Dochang stated, "Being selected as the top-rated region nationwide is a significant achievement despite our challenging financial circumstances, and with the added interest and support from the political community, the momentum for project implementation has been strengthened." He added, "As these projects reflect the region's characteristics and residents' needs, we will ensure their successful implementation to overcome the crisis of local extinction and create a new future for Yeongyang."
