Goyang Establishes Standards for Electric Vehicle Charging Stations in Development-Restricted Zones

and the Healthy Expansion of Eco-Friendly Infrastructure
Goyang Special City in Gyeonggi Province (Mayor Lee Donghwan) announced on December 2 that it has established and officially announced the "Site Selection and Facility Standards for Electric Vehicle Charging Stations in Development-Restricted Zones in Goyang" on December 1, in order to systematically manage electric vehicle charging facilities within development-restricted zones.
Although the installation of electric vehicle charging stations in development-restricted zones has been permitted since the 2018 amendment of the relevant laws, there have been ongoing calls for stricter management due to the rampant proliferation of facilities and frequent illegal activities such as unauthorized changes of use.
The new standards restrict the installation of charging facilities on land requiring cut-and-fill exceeding 3 meters, land with an average slope of 15 degrees or more, land within 300 meters of bridges, elevated roads, or tunnels, and land less than 2 kilometers away from other charging facilities, all in consideration of environmental and safety concerns.
The standards also include requirements such as the mandatory installation of fast chargers in at least 80% of the facilities, limits on the number of car wash facilities, and criteria for the area of land alteration relative to the charging zone, to ensure the proper operation of these facilities.

The city stated its commitment to thoroughly review compliance with these standards during the permitting process, and to continuously inspect for unauthorized use or illegal changes of use after completion. Through strict administrative measures, Goyang aims to preserve the environment of development-restricted zones while promoting the healthy expansion of eco-friendly infrastructure.
