Donghae City Council Reviews Budgets of Planning and Budget Officer and Public Relations and Audit Officer
The Budget and Accounts Special Committee of Donghae City Council in Gangwon Province (Chairman Jeong Dongsu) convened the 2nd Budget and Accounts Special Committee meeting of the 357th 2nd Regular Session on December 1, 2025, and began a full-scale review of the 2026 revenue and expenditure budget proposal.

View original imageIn his opening remarks, Chairman Jeong Dongsu emphasized that "budget review is a process of responsibly examining the validity and appropriateness of the budget, which is directly linked to the lives of citizens." He also urged, "The council and the executive branch must cooperate to ensure that the budget is properly allocated and efficiently executed so that all citizens can enjoy a better life without any blind spots."
Additionally, he requested the Planning and Budget Officer to "promptly correct any accumulated errors in the budget documents to prevent changes in standards," and asked the Public Relations and Audit Officer to "devise active and sustainable public relations strategies."
During the review of the Planning and Budget Officer's proposal, Assemblywoman Park Juhyun pointed out that Donghae City's local fiscal independence rate stands at 15.2%. She stressed, "In order to overcome the vulnerability of the fiscal structure, we must develop long-term strategies to strengthen the city's revenue structure and secure independent financial resources."
Assemblyman Ahn Sungjun expressed regret that "the budget formulation process remains a simple repetition of increases and decreases," and advised, "If the results of the previous year's settlement are fully analyzed and reflected in next year's budget, the effectiveness of the budget will be greatly enhanced."
Assemblywoman Kim Hyangjeong requested, "Rather than unconditionally accepting all national and provincial projects that require local matching funds, the budget department should act as a control tower to select and coordinate projects that suit the characteristics of the region."
She also stated, "As the scope of the Local Extinction Response Fund has been expanded beyond infrastructure projects, the budget department should take the initiative to ensure the fund is utilized in various fields in accordance with the revised guidelines."

During the review of the Public Relations and Audit Officer's budget, Assemblyman Lee Changsu noted, "Recently, the online exposure frequency of city administration publicity has been increasing, which reflects the growing number of young people visiting the Mukho area." He further suggested, "The budget should be actively increased for public relations strategies that sensitively monitor market trends and incorporate changes in the times."
