"Roaming the Streets with a Weapon in Broad Daylight"... Court Dismisses Detention Warrant for Chinese Man
A Chinese national in his 40s, who caused public anxiety by wandering the streets with a weapon in Guro-dong, Guro-gu, Seoul, was not detained by the court. The court determined that detention was unnecessary, given the lack of previous offenses and a low risk of flight.
On November 25, Judge Park Chanseok, the presiding judge in charge of warrants at the Seoul Southern District Court, dismissed the arrest warrant after conducting a pretrial detention hearing for Mr. Yoon, a man in his 40s facing charges including special intimidation.
Judge Park explained, "Considering that the suspect has no criminal record and did not make specific threats to any particular individual, it is difficult to see a risk of flight or destruction of evidence when taking into account the circumstances of the incident, the extent of harm, his residence and family situation, and the status of the investigation."
On November 23 around 2:20 p.m., Mr. Yoon was apprehended by police as a flagrant offender for allegedly wandering the Guro-dong area with a weapon in hand, causing fear and anxiety among citizens. During police questioning, he reportedly stated, "I was drunk and do not clearly remember what happened at the time."
