Notably, Hong Jongwan, Director General for Social Disaster at the Ministry of the Interior and Safety, personally attended the training, demonstrating the central government's strong interest in Hanam City's pioneering disaster response model.
This training was not a one-off event, but rather the culmination of intense deliberation and communication that has continued since June, resulting in a multidimensional collaboration. The apartment complex in question experienced a serious incident on June 25, when an electric vehicle fire in the underground parking lot led to the complete destruction of a vehicle, property damage amounting to 15 million won, and the emergency evacuation of over 70 residents. As residents' anxiety peaked, the city promptly held a 'video civil petition consultation' in August to propose an initial solution, and then, through the nation's first 'institutional heads video conference' on November 10, finalized the training plan.
Hanam City and Hanam Fire Station did not stop there, pushing the completeness of the training to the highest level. Both organizations jointly analyzed the training data from the exercise conducted at Gamail Prugio Markver on November 19 and addressed any shortcomings. Based on this, the fire station improved the efficiency of actual deployment of fire trucks and shortened the installation time for mobile water tanks, while the city refined support procedures such as towing, greatly enhancing real-world response capabilities.
At the training site, the city hall, fire department, and police department worked together seamlessly, almost like a single organism. Hanam Police Station controlled vehicle access to the underground parking lot from the start of the exercise and established a secondary control line to ensure safety at the scene.
Within the secured safety zone, Hanam Fire Station deployed a 'light line' and 'ventilation fan' to penetrate thick smoke and used a 'mobile water tank' to suppress thermal runaway, a major challenge in electric vehicle fires. Hanam City quickly towed the remaining vehicles from the basement to the ground after the fire was extinguished, taking charge of post-incident recovery.
