View original imageThis award is presented by the Korean National Council of Women and is given to heads of local governments who have made significant contributions to promoting women's rights and improving their status.
Since taking office in 2022, Governor Kim has led the launch of Gangwon Special Self-Governing Province in June 2023 and has actively pursued a variety of women's policies with the core value of "making Gangwon a province where women are happy."
In particular, based on the philosophy that "Gangwon becomes comfortable only when women are comfortable," he has focused the province's efforts on improving the quality of life for women and realizing a gender-equal society.
Under this philosophy, the province has meticulously implemented policies covering all aspects of women's lives, including care, leadership, safety, and employment.
For the first time in the country, Gangwon provided the Childcare Basic Allowance for children up to the age of eight, offering the highest level of support nationwide by providing cumulative benefits exceeding 100 million won per child, thereby reducing the childcare burden on parents.
Additionally, in October 2022, the province opened the Emergency Maternity Safe Stay facility to support pregnant women in areas with limited access to delivery services, enabling them to stay safely near medical institutions and strengthening the safety net for childbirth in medically underserved regions.
The province also accelerated the expansion of female leadership within the public sector. The number of female executives at grade 4 or higher increased from just 14 in 2022 to 38 in 2025, nearly tripling and significantly strengthening the foundation for gender equality within the organization. Notably, in the regular personnel appointments in July 2025, two out of four new director-level promotions were women, raising the proportion of female directors to the highest level in the province's history.
Policies to strengthen the economic foundation for women have also been consistently promoted. The province provided employment preparation coupons for women over 40 and expanded support for shingles vaccinations and labor reduction for female farmers, thereby reducing the practical burdens faced by women in rural areas.

Governor Kim Jintae stated, "When women succeed, so do families, communities, and the nation." He added, "We have implemented the Gangwon Childcare Allowance, which is paid until a child turns eight, and have tripled the number of female executive officials in the provincial government within three years of my tenure." He went on to express his gratitude, saying, "I dedicate this award to all women."
