Gangseo District Holds First "Capacity Building Training for Interfloor Noise Management in Multi-family Housing"
70 Participants Including Management Personnel and Resident Representatives

Gangseo District in Seoul (Mayor Jin Gyohoon) held the "Capacity Building Training for Interfloor Noise Management in Multi-family Housing" at Seoul Startup Hub M Plus on the 17th.
This training was organized to enhance the on-site response capabilities of apartment management personnel and resident representatives, as well as to prevent and resolve conflicts among residents, in response to a nationwide surge in complaints about interfloor noise and a rapid increase in cases exceeding legal noise standards.

View original imageAccording to statistics from the Interfloor Noise Neighbor Center, the number of cases exceeding noise standards increased approximately fivefold, from 18 cases in 2020 to 88 cases last year, and had already surpassed 60 cases by September of this year.
A total of 70 people attended the training, including members of the Interfloor Noise Management Committee-which is mandatory in multi-family housing complexes with 70 or more households-managers from 49 apartment complexes, and members of residents’ representative councils.
Attorney Han Younghwa, a former member of the Central Multi-family Housing Management Dispute Mediation Committee, explained the legal standards for interfloor noise, the roles of the committee, conflict mediation procedures, and on-site response guidelines for management personnel, focusing on real-life cases and precedents.
Participants strengthened their on-site response capabilities by learning about various practical topics, including listening to interfloor noise complaints, verifying facts, mediation and arbitration methods, legal responses, as well as promotional and preventive activities.
The district plans to strengthen support so that the Interfloor Noise Management Committee can function effectively in the field, starting with this first-ever interfloor noise training session.
