National Information Resources Recovery Rate Nears 90%... All First-Grade Systems Fully Restored
64 Unrestored Systems Targeted for Completion by Third Week of November
14 Systems to Be Restored After Transfer to Daegu Center
The recovery rate for systems affected by the fire at the National Information Resources Service has reached nearly 90%. All first-grade systems, which are frequently used by the public and are of high importance, have been restored. The government announced that the remaining systems being restored at the Daejeon Center will be fully normalized by the third week of next month.
According to the Central Disaster and Safety Countermeasures Headquarters, as of 9 a.m. on October 31, 631 out of 709 affected systems (89.0%) have been restored.
As of 7 a.m. on the same day, all 40 first-grade systems had been fully restored. On the previous day, "Safety Didimdol," which provides real-time disaster and safety information, was restored, and on this day, the "Integrated Situation Management for Disaster Management Work Portal" was also normalized. The recovery rates by grade are as follows: second grade, 92.6% (63 out of 68); third grade, 88.9% (232 out of 261); and fourth grade, 87.1% (296 out of 340).
The main website of the Ministry of the Interior and Safety also resumed operations at 9 a.m. on this day. While a temporary website and blog had been used as alternatives, the reopening of the main website has enabled the provision of services such as pre-disclosure of information and access to key work, which had previously been restricted.
Of the 78 systems yet to be restored, those currently being worked on at the Daejeon Center are scheduled to be recovered within next month. Yoon Hojoong, head of the Central Disaster and Safety Countermeasures Headquarters (Minister of the Interior and Safety), stated at the headquarters meeting on this day, "Of the 78 systems, 64 are undergoing restoration at the Daejeon Center," and added, "Based on the reserve funds approved at the recent Cabinet meeting, we are steadily implementing a phased plan with the goal of completing all recoveries by the third week of next month." He continued, "For the remaining 14 systems designated for transfer to the Daegu Center, we are securing additional reserve funds and making every effort to ensure the transfer is completed as quickly as possible."
He also stated that after the recovery is complete, the government will focus on qualitative growth of the digital government rather than quantitative expansion. Yoon emphasized, "The government will use this incident as an opportunity not only to restore systems but also to further strengthen the foundation of the digital government and enhance its stability and efficiency."

He added, "We cannot deny that the digital government in Korea has so far focused on quantitative growth. Now, we will prioritize qualitative advancement and pursue a fundamental redesign of the government information system infrastructure to build a robust AI-driven democratic government."
