Incheon City to Transform Old Planned Cities into AI and Robot-Based Future Cities through Agreement with LG CNS
Incheon City has officially begun efforts to transform its old planned cities into future-oriented model cities, integrating advanced technologies from the Fourth Industrial Revolution.
On October 22, the city announced that it had signed a memorandum of understanding (MOU) with LG CNS for the "Introduction of Advanced Future City Services for Old Planned Cities That Citizens Can Experience." Under this agreement, a public-private cooperation system will be established to incorporate LG CNS’s Artificial Intelligence Transformation (AX), Robot Transformation (RX), and Virtual Transformation (VX) services into the redevelopment projects of Incheon’s old planned cities.
This agreement marks the first substantial step in applying advanced innovative technologies from the private sector-driven by the Fourth Industrial Revolution and digital transformation era-to urban redevelopment projects, with the city providing institutional and technological support. Through this, the city plans to move beyond traditional physical redevelopment, aiming to create urban and living environments based on future-oriented advanced services such as artificial intelligence (AI), robotics, and healthcare.

In Incheon, there are five such areas: Yeonsu District (developed in 1994, 6.21 million square meters), Guwol District (1991, 1.26 million square meters), Gyeyang District (1998, 1.61 million square meters), Bupyeong (1988), Galsan (1992), and Bugae (1999) Districts (1.61 million square meters), and Mansu 1 (1988), Mansu 2 (1991), and Mansu 3 (1992) Districts (1.45 million square meters).
By the end of this year, the city plans to specify the areas of cooperation for AX, RX, and VX, as well as select pilot sites, and then prepare a basic plan. After public hearings and a review by the Ministry of Land, Infrastructure and Transport, Incheon aims to finalize and announce the basic redevelopment plan for old planned cities in March next year.
LG CNS is recognized as a leading domestic digital transformation (DX) company, known for its extensive global technological capabilities in the AX, RX, and VX sectors.
Based on LG CNS’s technological expertise and know-how, the city intends to incorporate open AI city technologies into the basic plan, including: ▲AI-based Complete Streets (an urban transportation policy that designs roads to allow various modes of transportation-pedestrians, bicycles, public transit-to coexist safely, moving away from a car-centric approach), ▲robot-assisted daily living support, ▲healthcare, and ▲data-driven mobility and environmental management.

Yoo Jeongbok, Mayor of Incheon, stated, "Redeveloping old planned cities is not just an apartment-centered reconstruction project to address issues in aging urban areas, but a process of urban innovation to enhance the quality of life for citizens. By utilizing digital transformation technologies from the Fourth Industrial Revolution, such as AX, RX, and VX, we will ensure that privately led redevelopment of old planned cities leads to citizen-centered innovation."
